verybody’s got to get their licks in, don’t they?” Bubba inquired of his good friend.
The pair were perched on the edge of the bench seat in the front of ol’ Betsy, watching the low ditch line ahead.
“I’m not quite sure I know what you’re talkin’ ‘bout,” LeRoy replied questioning the direction his friend was taking the conversation.
“Oh it’s kinda like pilin’ on, you know when we were kids, and we played the game were the one with the football got sacked,” Bubba explained.
“Oh yeah, I remember that game. What does that have to do with us sittin’ here in the field waitin’ for Ol’ Currituck Chuck?” LeRoy asked.
“Don’t know, I was just thinkin, maybe next year we can get in line for some of those Travel and Tourism dollars, and hold us a real honest to God, Groundhog Day Festival right here in Currituck”, Bubba lamented.
“Well if they can build a library out in the middle of no-wher, fund it with Occupancy Tax dollars, and then think Tourist will find the place, I reckon they will buy anything,” LeRoy pointed out.
Scanning the landscape, Bubba laughed, “I had a thought, I?bet they could pay for toilet paper and nice cushioned seats in those outdoor johnny house’s o’er on the beach.”
“How do you figure that?” LeRoy asked.
“Why, anything to make the tourist’s stay more pleasurable,” Bubba stated rather authoratatively.
The pair kept chatting over their plans to get a piece of the Occupancy Tax pie.
Unbeknowst to our hapless pair, their prey poked his head from a hole in the steep ditchbank behind the old rusted truck.
As they continued talking, waiting for Chuck to make his appearance, he did just that - just not where they anticipated…
Chucked eyed his shadow stretching across the barren field. Six more weeks of winter, he thought as he retreated into the safety of his burrow.

Does LeRoy have that right … that the library is funded with occupancy taxes, not transfer taxes which are slotted for capital expenditure?
What he does have right is that “they” will buy anything. And the thing they are buying today is the idea that raises are in order for the sheriff’s dept. 30k for the sheriff in a span of 2 years? 30k … why is that number such a thorn?:)
According to county finance officer, Sandra Hill, of the $1.8 million originally budgetted for the Moyock Library, 1/3 ($600,000) is derived from Occupancy Tax, and 2/3 ($1.2 million) is derived from Land Transfer Tax. An additional $458,405 was budgetted from Capital Improvements as a budget amendment. The entire project budget to date is $2,258,405.
According to past conversation at the Board of Commissioners meetings, the Occupancy Tax funding was justified because they will be putting a “museum” of local history in the building, with the hopes that tourists will travel down Tulls Creek Rd. and visit the site.
I also asked about the Sheriff’s budget. According to Mrs. Hill, some deputiy’s positions are funded partially from Occupancy Tax. She stated that there was a summer crew responsible for ATV patrols on the northern beaches, which is funded from March through October. When asked about the potential payraises, particularly for teh Sheriff, she stated that the funding would likely come from the General Fund.
My observation: Of course the discussion on the Sheriff’s raise is all “theoretical”, since all she’s done so far is made the request, and no one has openly discussed the sourcing for capital.

The finagling of monies is obvious here. Which takes me back to my previous point that there is too much money lying about and bound to be squandered.
Yes, the Sheriff has only made the request, but we all saw in print the response from the the Senator and Big O. You know they are going for it, though I think they tend to forget there is a big R behind their names…what happened to fiscal conservatism.
There are plenty of deputies in the dept already; if they need more in Corolla (doubtful most months of the year) I’m sure some would love to live in the area on a part time basis. It would be cheaper to furnish housing than to add to the roles. And we could pay for the temp housing out of the occup. taxes!!
