Term limits re-established on Currituck Advisory Boards

The Currituck County Board of Commissioner approved changes to the ordinance which stipulates the method by which county advisory board members are selected and how long they may serve.

According to a presentation by County Attorney, Ike McRee, the ordinance considered at the Monday, December 15 meeting is the first of a two step process whichwill provide each member of the Currituck County Board of Commissioners with appointments to the boards, commissioners and authorities that are created and appointed by the Currituck County Board of Commissioners.

Ordinance changes up for discussion and consideration at the December 15 meeting are to establish an overall method by which each member of the Board of Commissioners may make appointments to County Boards, authorities and commissions. The ordinance changes also establish the numbers of terms which an appointee may serve consecutively.

McRee outlined changes to the ordinance Chapter 2-96, which state that each commissioner will have the ability to appoint a member to a board or commission. McRee continued that the nominees will then become part of a slate of nominees to be approved without amendment.

The ordinance also provides a method by which the clerk of the board shall maintain a list for each county board, including the following information: which commissioner nominated the individual, the board members name, the appointment date, and the term ending date. McRee stated that the ordinance was designed to maintain a good accurate record of the members terms on their respective boards and commissions.

The ordinance also established a term limit of two consecutive terms, not to include assignments to uncompleted terms. After completeing two full consecutive terms, appointees ay serve on other boards, however they may not be reappointed to the board on which they served for at least a full term.

McRee also stated that the ordinance provides for a mechanism by which the clerk may notify new appointees of their board appointments as well as notification of those who have completed their appointments. After the attorneys presentation, Board Chairman Owen Etheridge call for questions or discussion.

Commissioner Janet Taylor requested clarification if this was for board of commissioner appointees or the Board of Commission ers themselves. McRee replied that this was for appointees of the Board of Commissioners. “This will give each commissioner the ability to select someone [as their appointee]” Etheridge noted that the board would addressthe actual appointments at teh January 5 meeting. Commissioner Paul ONeal - newly elected At Large commissioner - noted that the ordinance change would provide for appointments by newly elected District 2 commissioner John Rorer and himself.

After no further questions, Etheridge called for a vote, which was 7-0 unanimously in favor of the ordinance change.

The ordinance change affects all boards and commissions appointed by the Currituck County Board of Commissioners.
